Ichung’wah Sponsors Bill to Bring Back Ruto’s Housing Levy
The Affordable Housing Bill that was tabled in the National Assembly yesterday provides for how the levies will be managed, gives criteria on how interested persons will own units and establishes an Affordable Housing Fund to be managed by a board.
This comes after the High Court declared the tax enshrined in the 2023 Finance Act unconstitutional and discriminatory.
The bill was prompted by a High Court decision that deemed the tax included in the 2023 Finance Act unconstitutional and discriminatory. In the meantime, the 2023 Affordable Housing Bill proposes the establishment of the Affordable Housing Fund which will receive contributions from the Kenyan public. These funds will be allocated to President William Ruto’s legacy initiative. The bill classifies housing options into three categories: Social Housing, Affordable
Meanwhile, the Affordable Housing Bill 2023 proposes the establishment of the Affordable Housing Fund, where money collected from Kenyans shall be diverted to President William Ruto’s legacy project.
“The bill’s principal object is to provide a legal framework for the establishment of the Affordable Housing Fund, access to affordable housing. It will impose the Affordable Housing Levy to finance the provision of affordable housing and associated social and physical infrastructure,” Ichung’wah states.
